Honolulu County does not fit the usual sheriff-jail roster model. Oahu Community Correctional Center is run by the Hawaii Department of Corrections and Rehabilitation, while the Honolulu Police Department publishes adult arrest logs and handles police-report, warrant, and mug-photo requests. The research did not locate an official public OCCC roster with clickable inmate profiles, mugshots, housing units, and booking numbers. That means the strongest official search path is a fallback chain, not a single roster link.
For a fresh arrest, use HPD adult arrest logs. For DCR custody or parole status, use Hawaii SAVIN/VINELink and direct facility contact. For charges, hearings, bail or bond entries, use eCourt Kokua. For federal custody, use BOP Inmate Locator. For immigration detention, use ICE ODLS or the FDC Honolulu ICE contact path.
How to Search Honolulu County Inmate Records
A useful Honolulu County inmate search begins with the last known event. If HPD made the arrest, the arrest log may show the person before a court case exists. If the release code points to court or OCCC intake, the next search is eCourt Kokua or DCR/SAVIN. If the case is federal or immigration-related, the search must leave the Hawaii DCR system.
- Open the HPD arrest-log index and inspect the recent PDF files by date and time.
- Search the PDF for the adult arrestee's name, then read the release code next to the entry.
- Use Hawaii SAVIN/VINELink when the code or case facts suggest DCR custody, parole status, or OCCC transfer.
- Search eCourt Kokua by party name, case number, OTN, SID, arrest number, or filing date after charges may have been filed.
- Use BOP or ICE tools only when the matter is federal, USMS, BOP, or immigration custody.
HPD policy says the department does not provide search services for adult arrest logs. The public can inspect current logs online and at the Alapai headquarters security post during the 14-day rotation, but older adult arrest logs require a written, date-specific request to HPD Records and Identification Division.

What Honolulu County Inmate Records Show
Because no official public OCCC profile database was located, Honolulu County inmate record fields depend on the system being searched. HPD adult arrest logs show arrest-event fields. eCourt Kokua shows filed case data. BOP shows federal locator fields. SAVIN/VINELink supplies custody or parole notification data from participating DCR records, but the research did not verify a public mugshot or housing-unit profile there.

Honolulu County Arrest Log Codes
The release-code legend is one of the most useful Honolulu-specific record tools. It explains whether the person was released, sent to court, transferred, held for OCCC intake, or handled by complaint. Read the code before calling the wrong office.
- ISC
- Intake Service Center, a detainee transferred to OCCC after court appearance.
- DCT, CCT, FCT
- Taken to District, Circuit, or Family Court for the next court step.
- TOT
- Turned over or transferred to another agency, which may mean the next search is not OCCC.
- RBL or ROR
- Released after bail/bond or released on own recognizance.
- RNC, RPC, RPI
- Released with no charge, prosecution declined, or pending further investigation.

Honolulu County Custody Systems
Pretrial Oahu jail custody, sentenced state-prison custody, federal custody, and ICE detention use different search systems. A person can move between them, but the record sources do not merge into one public page. That is why the correct first question is where the person is likely held now.

Booking Process in Honolulu County
HPD policy says an arrest report is prepared when an adult is arrested for a state statute or county ordinance, or when a person is taken into custody for listed noncriminal reasons such as mental health, federal holds, or state holds. Separate arrest reports can be required for separate warrants or outside-assist pickups. For each arrest report and Offender Tracking Number generated, HPD policy ties the process to photographing and fingerprinting.
The public sequence is arrest, HPD report number or OTN, public adult arrest-log entry when eligible, release or transfer code, court filing if charges move forward, and DCR custody if the person is transferred to OCCC or another DCR facility. Case filing can lag behind the arrest. A no-charge, prosecution-declined, or pending-investigation release may never produce a public criminal case in eCourt Kokua.
Honolulu County Jail Visitation Rules
OCCC's February 1, 2025 visitation schedule says visitors must call the visitation hotline during the weekday scheduling window, arrive early for check-in, and follow non-contact visit limits. Visits can be adjusted for operational needs, so a scheduled visit should be confirmed before travel.

Contact Honolulu County Inmates
DCR says OCCC inmate calls have used GTL since February 1, 2018. OCCC inmates have had GTL tablets since September 2021, including video visit calls and program services. Electronic deposits into inmate trust accounts through GTL/ViaPath Connect Network have been accepted since October 18, 2022. The research did not locate a fee schedule, so confirm current costs through DCR or the provider before depositing funds.
